Universal Cellular Engineering Services Sdn Bhd (UCE) was established in 1998 as a specialist engineering services provider for the telecommunications industry. Over nearly three decades, we have grown from a focused network rollout contractor into a comprehensive engineering partner supporting tier-one operators and vendors across the Asia-Pacific region.
Our expertise spans the complete lifecycle of network infrastructure — from site acquisition and civil construction to RF design, equipment installation, network optimization, and ongoing managed services. We are also CIDB Grade G7 registered, allowing us to undertake building and civil engineering works of unlimited value.
Today, UCE continues to evolve with the industry, embracing next-generation technologies and delivering infrastructure that scales with the demands of modern connectivity.
Milestones That Shaped Us
Foundation in Malaysia
UCE Malaysia was founded as a time-based resources provider, laying the groundwork for what would become a regional engineering powerhouse.
Transition to Task-Based Services
Evolved into a task-based engineering services provider, offering more structured and specialized project deliverables.
Regional Expansion: Indonesia
UCE Indonesia commenced operations with the first swap project by Nokia Indonesia for Telkomsel in Bandung.
Regional Expansion: Philippines
UCE Philippines began, executing a massive 1,000-site 3G rollout by Nokia Philippines for SMART.
Huawei Partnership & 100 Headcount
Invited by Huawei Malaysia for our first project: Celcom Southern Region 3G Optimization (50 sites). UCE surpassed the 100-headcount milestone.
Multi-Country RF Services & Best Vendor Award
Expanded RF Design & Optimization services with Huawei across Indonesia, Philippines, Vietnam, and Bangladesh. Recognized by Huawei Malaysia as the Best RF Engineering Services Company.
ISO Certification & 300 Headcount
Achieved ISO 9001:1998 Quality Management certification for RF Design & Optimization. The workforce grew past 300 employees.
Fiber Engineering & Full Turnkey in Indonesia
Began Fiber installation and Outside Plant (OSP) Engineering Services. Also commenced full turnkey services for NSN Indonesia.
Expansion to Bangladesh
Began Operation and Maintenance (O&M) services in Bangladesh, establishing first business with Huawei Bangladesh and operator Banglalink.
500 Headcount Benchmark
UCE surpassed the 500-headcount benchmark, solidifying its position as a major regional engineering player.
Group Expansion
Established Tinnovatik Sdn Bhd (2014, SEDA Registered PV Service Provider) and Nexgen Ventures Sdn Bhd (2016, NFP License Holder).
